On June 13, 2011, the provincial government organization held the 11th

Project Signing Supervision Meeting & the Twelfth Preparation Work

Mobilization Meeting. It releases the process of the projects signed in

the Eleventh WCIF and the preparation work for the Twelfth WCIF. Huang

Xiaoxiang, the Executive Director of WCIF and the Vice Governor of

Provincial Government, attended the meeting and made an important speech

about how to run the WCIF smoothly, highlighted investment promotion and

achievements of trade cooperation. The meeting was attended by more than

120 persons from the relevant provincial departments, related municipal

departments and persons responsible in departments of commerce.

 

   Meeting fully affirmed the achievements of the project signing supervision

  work of eleventh WCIF and gave requirements to master the work in

  accordance with established objectives and measures. His requirements

  include taking further measures, strengthening the projects supervision

  work of the 11TH WCIF, resolving problems in the process, making the

  contracted projects honor the agreements, start and put into production

  early. By the end of this year, rate of fund fully used in the investment

  contracted projects, execution rate of the trade contracts and the rate of

  fund fully used would have been 40%, 90% and 70% respectively.

 

     The meeting set specific tasks to hold the twelfth WCIF well and make a

  progress in highlighting the effectiveness of investment promotion and

  trade cooperation, which requires the whole province to further enhance

  their awareness, strengthen the investment promotion, promote trade

  cooperation and attach great importance to the preparation work of 12th

  WCIF. According to the meeting, 2011 is the first year to implement the

  12th Five Year Plan and the new round of western development. With the

  implementation of new western development strategy, the western region

  highlands and western transport hub construction is on the successful

  process. In the past, the goal that inland area becomes cutting-edge

  place is on the way of realization.

 

       Rich resources, vast market and other favorable conditions for

  development in our province are driving the western China to be a polar of

  our country’s sustainable development. Sufficient opening up and

  cooperation is necessary to accelerate the development of our province and

  achieve scientific development in Sichuan. In the Suggestions on the

  Further Implementation of Western Development Strategy from Central Party

  Committee and State Council, we should give full play to WCIF’s role as

  a cooperation platform, promote international cooperation and opening up

  and realize mutual benefit and win-win result. We will also give full play

  to its role as a platform and channel, make progress with high standard,

  successfully run the WCIF, fully display our province's achievements in

  the construction of economic development as well as in opening up and

  industry transfer, bring a new round of investment and trade cooperation

  in western region, stimulate its development and opening up, promote sound

  and rapid economic development of Sichuan. So it is very meaningful. With

  innovation as driving power and transcendence as the target, the whole

  province must concentrate the attention and do a good job in the

  preparatory work, making the WCIF an event of international cooperation,

  investment promotion and trade cooperation in China.

 

       To further strengthen the investment promotion. We should seize the

  current opportunity of the rapid international and domestic industry

  transfer, highlight Japan, South Korea, Hong Kong, Taiwan, Europe, the

  eastern coast and other key areas, focus on the electronic information,

  automobile and equipment manufacturing, petrochemical, bio-industry, new

  energy, new materials and energy saving, the modern service industry and

  other key investment industries, deepen industry analysis, master the

  demand of business’ investment and trends of leading enterprises,

  increase the emphasis on the target company and the potential project,

  develop individual measures, implement professional stimulus, improve the

  effectiveness of investment attraction and strive to facilitate a number

  of major industrial projects, high technology projects and emerging

  industries featuring leading and critical nature. We should cooperate with

  western parties, build a good platform for regional cooperation, make the

  central and eastern developed areas and the external developed economies

  as the main targets, continuously expand cooperation breadth, deepen

  regional economic cooperation, well-organize the Western China Investment

  Seminar & Economic Cooperation Signing Ceremony, organize seminars,

  business attraction promotion projects, themed provinces and other special

  events, tap the businessmen resources in WCIF and closely track the

  investment information.

 

      To further promote trade cooperation. We must regard high-tech, electronic

  information, equipment manufacturing, agricultural industrialization, etc.

  as important points, highlight scientific and technological achievements

  transfer, the advantageous western industries, the needs of western market

  and the industries transfer and take efforts to promote trade cooperation.

  We must scientifically design the procurement process, making the

  province’s competitive industries, companies with feature to a greater

  extent, a higher level and cooperate with more enterprises, investment

  companies and trading companies at home and abroad. In this way, we could

  expand the contact space and maximize the trade achievements. We must

  carefully study the product supplying platform and organize competitive

  industries and the leading enterprises to the exhibition. Meanwhile, we must

  make full use of WCIF as a platform to promote our comparative products in

  electronic information, high-tech, equipment manufacturing and etc.to the

  outside so as to achieve a larger scale purchase.

 

       To co-ordinate arrangements and fully carry out the preparatory work of

  the Twelfth WCIF. We must carefully design, organize and carry out the

  investment promotion and trade cooperation activities, increase the

  intensity on invitation in the West, do the promotional works well, make

  co-ordination arrangements for the venues and affairs guarantee tasks of

  major and special events as soon as possible. The guest reception program

  should be done carefully, early deploying coordinate services, such as

  security, commodity inspection, customs, airports, railways and hotels,

  and we should also mobilize the province to ensure the success of this

  WCIF.

 

    Lijia Guo, Vice Secretary-General of the provincial government presided

  over the meeting.

 

     From the meeting, journalists learned that our province signed a total of

  1200 investment projects during this WCIF with the total investment over

  532.095 billion RMB; signed 361 trade contracts (agreements), amounting to

  66.505 billion RMB. By the end of May, 1117 investment projects have been

  performed with the compliance rate of 93.08%; 980 projects have been

  started with the operating rate of 81.67%; 233 projects have been put into

  production with production rate of 19.42%; capital of 145.932 billion RMB

  has been in place with the rate of 27.43%. 334 trade contracts have been

  implemented with the implementation rate of 92.52%; 362.7661 million RMB

  of funds has been in place with the rate of 54.55%. Currently, the

  performing rate and operating rate of signed contracts have reached the

  goal set by provincial government earlier this year.

 

    Journalists also learned that the 12th WCIF will be held from October

  18 to 22, 2011 with theme of "leading the international cooperation,

  expanding market space." This WCIF will further enhance the promotion of

  its international level. United Nations Development Program and United

  Nations Office for Project Services will respectively organize and

  participate in Western China International Forum and Western China

  International Sourcing Fair for the first time. Now Pascal Lamy, the

  Director General of World Trade Organization, Jean-Pierre Raffarin,

  the former French Prime Minister, Helen Clark, Director of United Nations

  Development Program, Jan Mattsson, the Director-General of United Nations

  Office for Project Services and Olafur Ragnar Grimsson, the Republic of

  Iceland President have initially confirmed to attend the WCIF.

 

     This WCIF is composed of seven major events and dozens of themed events.

  The seven major events are the Opening Ceremony for the 12th Western

  China International Fair, the 4th Western China International Cooperation

  Forum, Western China Investment Introduction & the Signing Ceremony for

  Economic Cooperation Project, the 6th Sino-Russia Business Forum,

  2011 Western China International Sourcing Fair, the 6th EU-China

  Investment & Trade Cooperation Fair and the 2nd West China Financial Forum.

  Themed events include 2011 China-India CEO Summit, 2011 Scientific and

  Technological Achievements Promotion Conference, the 8th International

  Tourist Culture Promotion Conference, the World Chinese Entrepreneurs

  Convention, the 18th High-Level Forum for China’s Quality Improvement,

  International Low-Carbon Eco-city and Green Building Summit Forum,

  the 2nd Meeting for Investment and Trade Cooperation between Sichuan

  (China) and Germany in Machinery and so on.

 

      West Lake Expo exhibition based on the current international, professional,

  market-oriented nature and adhere to the idea of 2:8", namely the scale of

  exhibition and the number of corporate of Sichuan province is ??less than

  20% while that of other provinces will reach 80 % or more. Currently, 67.3%

  of the exhibitor invitation task has been finished, among which those

  outside the province has reached 81.4%. It includes 48 countries and

  regions, such as Germany, Iceland, the Netherlands, Denmark and Japan; 13

  provinces or municipals from eastern China, such as Shanghai, Guangdong,

  Zhejiang, Hainan and Liaoning; 12 western provinces and cities and the

  Xinjiang Production and Construction Corps.
